Buy them yourself and give them to your father to give to her.
He’ll get the point, and might even be ashamed of himself that you are doing a loving thing for your mother, while he will not do a loving thing for his wife.
Sometimes someone will think there’s no point while the other thinks it would mean a great deal.

if he still doesn’t i’d buy the roses for your mum but say there from him then ask to him to play along.

Let him know that your mum would love them and you buy them and place them in his hand along with the receipt so he can reimburse you.
just take him aside and be like, i heard mom saying she hopes she gets them and tell him hey you should get them it’ll make mom so happy… he’ll get em
